You might build a road to a city you intend to attack later, to help moving your troops, mostly in places filled with hills. If you want to spread your religion fast, roads will help your missionaries move (same for musicians and great merchant in a trade mission). Tourism is also important when ideology come up on industrial/modern, so a good trading system will help you to have more influence over other civs than them on you. There's a lot of situations where connecting to an enemy city might help. The responses would just say city, not mentioning if it's one you own or is it an "enemy" city. The occasional quest by a cs being the exception. I generally never build to other cities except mine.
